The functioning at the Imphal Municipal Council (IMC) office impeded due to some top officials taking charge of the other departments too.
This has become another reason for the failings the office, lamented employees of IMC today.
Meanwhile, the cease-work strike of the employees demanding clearance of their pending salaries for 27 months has greatly affected normal functioning of the IMC.
Pointing out that the rule, "One man one job", is in force in the IMC.
But despite this rule, joint secretary (MAHUD), W Bhagtaraj is also looking after the charge of executive officer of IMC.
Not only this, some top officials are also looking after dual charges.
This amounts to suppressing the employees of the office who are qualified to handle the posts which are being looked after by officers of other departments.
Section Officer, Nimai is also looking after the work of cashier.
This is one of the reasons behind the many failings in the functioning of the IMC, employees lamented.
On the other hand, around 70 persons are engaged by the council on master roll basis.
The hindrance the IMC currently facing is the result placing the executive officer, S Naren on suspension.
He has been placed under suspension for the last three year on the charge of taking casual leave without the consent of the higher authority, though he had taken leave with doctor certificate of his ailing health.
A directive of the court in December last year has asked the authority to revoke his suspension order but authority has allegedly not allowed him to join office, they said.
Naren is set to retire from his service on superannuation next month, February.
He is in the position of returning to his service after retirement.
This is a clear case of suppression of the officer by the higher authority, employees lamented.
