MPSC EXAM-2010: Candidate with higher mark given a miss from merit list
Issue reaches High Court, orders to withhold appointment order

WITH A candidate, who got higher mark and fit to be included in the recommendation list for various post of Manipur Civil Services and other allied posts, found omitted in the final selection list of the Manipur Civil Service Combined Examination, 2010 conducted by Manipur Public Service Commission (MPSC), the matter has reached the Gauhati High Court.
Accordingly, the court has also given an interim order for withholding issue of appointment order to one of the recommended candidates.
On November 25, 2010, MPSC had advertised for recruitment of 138 different posts through the Manipur Civil Service Combined Examination.
The posts to be recruited include 19 MCS, 25 MPS, 23 MFS, 43 SDC, 25 MSS and 3 Election Officers.
After the preliminary exam, the main Exam was conducted in February, 2012 and the personality test from August 21 to September 18 .
Based on the accumulated marks of the candidates, the final result was declared on September 22 .
In all 138 candidates were recommended for appointment in the final selection.
However, it was found that one of the candidates who got very high marks and was fit to be included in the final merit list, has not been recommended for appointment.
The candidate in question is one Ronal Naorem, who appeared in the exam in Schedule Caste category.
Ronal has filed a complaint in the Gauhati High Court, Imphal Bench, against the Secretary of MPSC, Chief Secretary of Manipur, Commissioner of DP and another schedule caste candidate whom he contended has been selected to the post of SDC instead of him.
After hearing the complaint filed by Ronal with advocate M Devananda as his counsel, Justice Tayenjam Nandakumar has given an interim order forbidding issue of appointment order with regard to the Schedule Caste candidate recommended by MPSC.
The next hearing of the case has been fixed on October 10 next.
According the complaint lodged by Ronal Naorem, the notification issued by MPSC on September 26 last recommended 138 candidates for recruitment in Manipur Civil Services and other allied posts.
The marks of 275 candidates were uploaded in the website of MPSC.
In the merit list, he got 1281 marks.
An OBC candidate getting 1282 marks has been placed in 79th position while another OBC candidate getting 1280 marks in 80th position.
Moreover, a Scheduled Caste candidate who secured only 1245 marks has been recommended to the post.
So, taking into consideration of the marks secured by him, he should be placed in the 80th position and selection of the Scheduled Caste candidate, who got letter marls than him is not justifiable, the petitioner contended, while pointing out that one seat each in MPS and SDC is reserved for Schedule Caste candidates in the examination.
Interestingly, the entire process of the conduct of Manipur Civil Service Combined Examination, 2010 has embroiled in various controversies ranging from direct lifting of questions from a particular website to providing question paper of the previous examination.
