Imphal, October 03 2012:
With rift between Radhabinod Koijam, former President of NCP and MLA Laishom Ibomcha, the only MLA of NCP in the state, widening, the former has charged the latter with misusing huge amount of party fund for election purpose.
Addressing a press conference at his Thangmeiband residence today, Radhabinod also brought out alleged proofs over misuse of party fund by different candidates of NCP including the lone MLA during electioneering.
MLA L Ibomcha had earlier declared that along with dissolving the erstwhile State NCP unit by the party's High Command, he has been appointed as the new President of NCP, Manipur State Unit.
Many a time, Ibomcha had also charged RB Koijam with misusing party's fund for election purpose.
Opening a new head office of the party at Sega Road Thouda Bhabok Leikai, Ibomcha had also stated the Party's High Command had no objection and all misunderstandings inside the NCP State unit have been settled.
However, Radhabinod Koijam has countered that it is MLA L Ibomcha who had misuse the party's fund in the last general election and disclosed that Ibomcha had withdrawn an amount of Rs 18 lakhs in five installments under his own signature.
Another amount of Rs 14, 861 for material purposes too had also been withdrawn subsequently.
This was in addition to the amount withdrawn for covering expenses of star campaigners.
Likewise, Biren of Phayeng, who contested in the general election, withdrew Rs 17 lakhs; N Ratan of Heingang withdrew Rs 10.5 lakhs, M Manihar of Wangoi withdrew Rs 20 lakhs and another Rs 10 lakhs by AS Shimray of Ukhrul, Radhabinod said, and produced relevant documents to support his claim.
He informed that a total of Rs 2.98 crores were received from the National leaders and the unused amounts had been refunded.
Radhabinod asserted that all the allegations levelled against him are false and baseless and they are meant to tarnish his image before the eyes of the public.
The case filed by MLA L Ibomcha and his likeminded members of the party, with the Civil Judge, Thoubal, has also been defeated, Radhabinod said.
He further informed that since NCP, Manipur State unit, under his Presidentship could not bring up more than one MLA in the State Assembly; he considered it appropriate to resign from the post and so submitted his resignation letter to the High Command.
However, the High Command has still not accepted his resignation lettr.
He is still a member of the National Working Committee and the Convener of North East unit.
The President and its members cannot be dissolved under the constitution of the party, nor can case be filed in the court in case of difference of opinions within the party.
So, it is MLA L Ibomcha who is violating the constitution of the party and not him, Radhabinod contended.
Radhabinod also threatened to file criminal case against MLA L Ibomcha if the latter continues to try to malign his name in future.
