MCPCR celebrated second foundation day

The Manipur Commission for Protection of Child Rights (MCPCR) celebrated its second foundation day today at the Commission's Conference hall located at Old High Court Complex, North AOC.
Chairperson of MCPCR A Nabachandra Singh and consultant Dr Ch Narendra attended the programme as the chief guest and president respectively.
Speaking at the occasion, MCPCR member Ch Nabachandra Singh said that the Constitution through Article 15 has empowered the State to make any special provision for women and children while through Article 39 children are given opportunities and facilities to develop in a healthy manner and in conditions of freedom and dignity so that their childhood are protected against exploitation and against moral and material abandonment.

Besides these Constitutional provisions, the Commission for Protection of Child Rights Act was passed in 2005, he said.
Nabachandra also highlighted the power given to the Commission under the Act.
Chairperson of the Commission A Nabachandra said that the National and State Commissions are empowered to monitor various Acts and legislations like CPCR, Child Labour Act, RTE, Juvenile Justice Care and Protection Act.
He also took note of the rampant practice of child labour in the State.
Saying that crime against women and children is rising, A Nabachandra said that most of the accused persons of such crimes happen to be the relatives of the victims.
Joint Director of MACS, Abhiram also spoke as an invitee while Th Jaya Devi, member of MCPCR gave the report of its activities.
