ATRPFM submits memo

All Tribal Rights Protection Forum Manipur (ATRPFM) has submitted a memorandum to the Chairman of Hill Area Committee (HAC) demanding a separate budget for hill areas.
The representation said that the tribal people of Manipur have been suffering since past many years as they do not get any sufficient benefit from the Central Government.
It added that the people of hill areas have the right to take part in the discussion of the State Budget through Hill Area Committee (HAC).
As this right is denied by the State Government for long, hill districts are plagued with under-development, the memorandum said and added that as such no satisfactory activities could be witnessed in road and bridge constructions, infrastructure development and appointment of teachers and medical staff.
To safeguard the right and interest of tribal people and promote unity among the people of the hill areas, the State Government must ensure proper execution of the Sections and Articles enshrined in the Constitution, the memorandum said.
On the otherhand, ADC Members are not getting any power from the Manipur (Hill Areas) District Councils (Third Amendment) Act, 2008 and Article 371(c) items 6 of the Constitution of India, the representation added.
As such, HAC and State Government are condemnable for not delegating power to ADCs, the memorandum said and demanded that necessary measures be put into effect so that ADCs are empowered to look into the development needs of hill people.
