Former Minister questions CBI's probe status

Imphal, October 09 2023: Noting that the Central Bureau of Investigation (CBI) arrested four people in connection with the cold blooded murder of two young students on October 1, former Minister Ningthoujam Biren has decried the failure of the Central investigating agency to establish the facts and details of the gruesome murder till date.

Speaking to media persons at his Phayeng residence today, Ningthoujam Biren asked as to why the CBI and other law enforcing agencies are still unable to locate the bodies of the two students even after four suspects have been arrested.

He urged the Government to try to understand the pain and distress of the two bereaved families.

It is a matter of grave concern that Security Advisor Kuldiep Singh gave a free hand to the Rapid Action Force (RAF) to unleash all kinds of brute force upon students who were protesting against the cold blooded murder of their two colleagues, Ningthoujam Biren said.

Denouncing that a large number of students sustained critical injuries in the brutal crackdown by police and RAF, the former Minister asked as to why the State Government is being partial in giving financial aid to the injured students.

The State Government announced financial assistance of Rs 50,000 each to the injured students.

While a few students have received the financial assistance, many students have not been given any financial aid till date, Ningthoujam Biren said.

It looks like there is no rule of law in the State, he remarked.

Many areas of Sekmai Assembly Constituency have been bearing the brunt of repeated Kuki aggression.

As a result, a large number of people have been facing extreme difficulties, he said.

In the midst of these miserable conditions, Kangchup water supply plant and Leimakhong water supply plant which used to supply water to several areas of Sekmai AC have stopped functioning due to disruptive activities by Kuki terrorists, he said.

The villagers are now worried that they would not be able to cultivate winter crops in the absence of water for irrigating their fields.

With the two main water supply plants now non-operational, people are already facing acute shortage of potable water, the former Minister said.

He also urged the Government of India to amend Article 3 of the Indian Constitution by inserting a special provision so as to safeguard the territorial integrity of Manipur under all circumstances.

Phayeng Khullakpa N Toyaima said that the Manipur State Durbar clearly demarcated the boundary of Chakpa Phayeng between 1927 and 1932 .

Khongjais established their settlements inside the boundary of Chakpa Phayeng stealthily but most of them fled away in the wake of the protracted violent crisis which erupted on May 3, Toyaima said.

He said that the forests of Chakpa Phayeng are intrinsically associated with the life and culture of the local people.

Moreover , these forests are also abodes of many deities, worshipped and deeply revered by the people of Phayeng, he added.
