Imphal, September 01 2010: Centre is taking up measures to rehabilitate "all 114 cadres of the Communist Party (Military Council) � Lallumba faction surrendered with 81 weapons", said report card of the Ministry of Home Affairs for August released by the Press Information Bureau (PIB), New Delhi.

The report presented by the Union Home Minister, P.Chidambaram in New Delhi, said "On August 6, 2010, a tripartite agreement was signed with a Meitei outfit in Manipur, the Kangleipak Communist Party (Military Council) � Lallumba faction.

As a result, 114 cadres surrendered with 81 weapons.

Measures are being taken to rehabilitate all surrendered cadres," said the report about of the internal security of the North East states.

Mention may be made that a day after signing the tripartite agreement on August 6, screening of cadres of KCP (MC)-Lallumba faction at the parade ground of the 1st Manipur Rifles ground in Imphal was conducted.

The tripartite talks of the Central government, the State government of Manipur and the KCP (MC) Lallumba group held at the banquet hall of the 1st Battalion Manipur Rifles, Imphal was attended by the Director of MHA-NE-1, Dr MC Meghanadhan as Central government representative and Manipur government was represented by additional chief secretary, PC Lawmkunga and IGP (intelligence), LM Khoute, IPS in the month of January of this year.

As per the inking of the pact, the leadership of KCP (MC) Lallumba group agreed to the payment of Rs 4000 per month to each of the registered cadres.

The cadres are to be confined at a rehabilitation centre being set up at Jiribam sub-division by the state government.

Report card further said that on the request of the Governments of Manipur and Nagaland, 12 additional CPMF companies (6 CRPF; 6 BSF) were deployed for security of NH-39 and NH-53 .

It also mentioned that on August 22, the tripartite Suspension of Operation (SoO) with the Kuki National Organisation (KNO) and the United People's Front (UPF) was extended by 45 days.

This agreement has been in effect since August 22, 2008 .

In the context of the internal security in the North East region, the report card cited that on August 10, 2010, a committee was constituted to examine various issues related to Chakmas / Hajongs, which include their settlement in Arunachal Pradesh and grant of Indian citizenship to eligible members.

About the border management, the report card of the Ministry of Home Affairs for August, 2010 which was presented by the Home Minister, P.Chidambaram stated that three km of fencing and five km of road works were completed at the India-Bangladesh Border in August, 2010 under phase II of the project.

Seven km of fencing was replaced in August, 2010 under phase III of the project.

Poles for floodlighting were erected on a length of 30 km during the same month it said adding that 15.22 km of formation works and 2.36 kms of surfacing works on the India-China Border were completed.

Formation and cutting works were completed for the Sugar Point � Lepcha road (Himachal Pradesh) and the Bona � Gelling road (Arunachal Pradesh), it added.

With regard to the implementation of the Border Area Development Programme (BADP) in stated that in the current financial year, the total amount released to 17 States under BADP stands at Rs.429.74 crore (67.7% of the total allocation of Rs.635 crore).

A conference of DGPs/IGPs that was held on August 25-27 was inaugurated by the Home Minister and the Prime Minister addressed the conference next day on August 26 .

Unified Commands have been created in the States of Chhattisgarh, Jharkhand, Orissa and West Bengal, the report card mentioned expressing concern over the Left Wing Extremism.

An amount of Rs.23.54 crore was released to LWE-affected States under the SRE scheme.

The honorarium for SPOs was raised from Rs.1,500 to Rs.3,000 per month.

The ratio of cost sharing per SPO between the Centre and the States was fixed at 80:20, it said adding that 12,000 additional SPOs were sanctioned to the LWE-affected States.
