Imphal, April 24 2023:
Chief Minister N Biren Singh flagged off six Mobile Integrated Counselling & Testing Centre (ICTC) vans from the western gate of his Secretariat today.
The six mobile ICTC vans will be operated in four valley districts of Imphal East, Imphal West, Bishnupur and Thoubal and two hill districts of Chura-chandpur and Senapati.
A mobile ICTC van has a room to conduct general examination and counselling, and a space for the collection and processing of blood samples, etc.
One such van is manned by a team of paramedical health-care providers (a health educator/ANM, counsellor and LT).
It can set up a temporary clinic with flexible working hours in hard-to-reach areas, where services are provided ranging from regular health check-up, syndromic treatment for STI/reproductive tract infection (RTI) and other minor ailments, antenatal care, immunization, as well as HIV counselling and testing services.
Speaking to media persons, Chief Minister N Biren Singh stated that the problems of drug menace in the State can't be solved only by seizing drugs and destroying poppy plantations.
Rehabilitation programmes of drug users are also necessary to effectively curb the issue of drugs.
The Chief Minister stated that even though there is decline in the HIV prevalence rate in the State, there is still a need for proper treatment of the infected persons.
He appealed to the public to stay away from drugs as it affects people's lives in many ways.
N Biren continued that the six vans were procured by Manipur Aids Control Society (MACS) through Government e-Marketplace (GeM) .
He said that such mobile ICTC vans will also provide services to other hill districts, however smaller vans would be used considering the narrow roads.
Health Minister Dr Sapam Ranjan, Project Director, MACS Haobam Rosita and other officials of MACS also attended the programme among others.
