Imphal, April 29 2023:
Manipur Home Guard Employees' Welfare Association (MHGEWA) has submitted a memorandum to Union Home Minister Amit Shah requesting to reimburse the expenditure incurred on deployment of Manipur Home Guards by MHA.
In a memorandum, MHGEWA president Yanglem Mangi Singh informed that as per the MHA, the approved strength of home guard personnel for deployment in the state is 670 at Rs 45 per day per person w.e.f April 2011 and at present Rs 6,000 per person w.e.f April 1, 2018 .
However in order to meet the required number of home guards, the state government approved fixing of maximum call out strength of home guard volunteers of Manipur as 2000 .
Home department had requested to concur to the payment Rs 18,689 as 'minimum pay' to home guard volunteers of the state and now as per the Manipur Service (revised pay) rules 2019, the minimum pay has been revised as Rs 22,806, he stated, while adding that home guards have been utilised in assisting in various security duties.
As such, the expenditure incurred on deployment of home guards is related to security related expenditure (SRE) and the same may be reimbursed by the Ministry of Home Affairs.
Manipur being a poor state, dispersal of monthly duty allowance of Manipur Home Guard volunteers, has been very irregular due to want of funds and non-reimbursement by MHA which directly affected the life of home guard volunteers and dependent families.
Drawing the attention of the Union Home Minister towards the issue of non-reimbursement of expenditure incurred on deployment of Mahipur Home Guards by MHA, he urged to reimburse the same in time to the state government in the interest of Manipur Home Guards and their dependent family members in order to render absolute justice.
