ADC teachers charged with impersonation

The Association of Persons with Disabilities, Senapati (APDS) has urged the Chief Executive Officers (CEOs) of Autonomous District Council, Sadar Hills and Senapati District to take up legal action against two Asst.
Teachers of ADC Sadar Hills and Senapati District.
A Memorandum issued by Letminthang Haokip, General Secretary of Association of Persons with Disabilities, Senapati (APDS) which was submitted to the CEOs of Sadar Hills and Senapati District on May 12 last charged that Mangkholun Khongsai and S.Hingba Aloysius who are working as Asst.
Teachers under the two ADCs , in spite of their being Government servants, claim themselves as the Presidents of two different organisations of disabled persons.
Mangkholun Khongsai disguises as President of Association of Persons with Disabilities, Senapati (APDS), while S.Hingba Aloysius claims himself as the President of Senapati Disable Peoples Association, Manipur (SDPAM), the memorandum said.
According to the memorandum, the duo had issued many unfounded allegations against the All Tribal Disables' Union, Manipur (ATDUM) and Association of Persons with Disabilities, Senapati (APDS) with the motive to tarnish the image and reputation of the said organisations.
The APDS, Senapati district realised that Mr.Mangkholun Khongsai is a self-style President of a fake association namely All Disables Union, Sardar Hills (ADUSH) as the authorities of the Assistant Registrar of Societies, Kangpokpi Hills, Govt.of Manipur confirmed that there is no Association registered under the name "All Disables Union, Sardar Hills".
The information was conveyed in reply to an application filed under Right to Information Act, 2005 .
APDS is a registered body under Manipur Societies Registration Act, 1989 bearing registration number 149/SR/KPI/2005 and affiliated to the All Tribal Disables' Union, Manipur (ATDUM) having affiliation number 02/ATDUM/GCM/2012.The memorandum further said that the All Tribal Disables' Union, Manipur (ATDUM) was formed only with the sole motive to uplift and protect the interest of unfortunate disabled tribals of the state of Manipur.
As mischievous acts committed by the said government employee is an act against the interest of all tribal disabled persons of the state.
Saying that the act of fraudulent running of an association by a government employee is also not permissible under service rules, the memorandum said that Mangkholun Khongsai and S.Hingba Aloysius deserve to be punished as their acts amount to an injury against the interest of all tribal disable persons of the state of Manipur.
It has also cautioned the general public not to carry away by the misinformation.
