Imphal, September 15 2021:
Chief Minister N Biren said that the Manipur Hills (Autonomous District Council) Bill 2021 needs proper examination to verify if it is constitutional or unconstitutional, and a committee has been formed in this regard.
Responding to queries raised by media persons on the sidelines of a convention hosted by Manipur State Commission for Women at Hotel Classic Grande, here on Wednesday, Biren said that any Bill can be tabled in the state assembly but the contents of the Bill need proper studying before tabling.
Examining whether the bill is constitutional or unconstitutional is essential.
It is also important to check whether the Bill is within the purview of the state government or the Centre.
As for the ADC Bill, a review committee has been formed to check its constitutionality and the state cabinet will decide whether to table it in the assembly or not only after the committee submits its report, the CM explained.
He also said that the government will meet several village chiefs of hill areas to diffuse the tense situation and ruled out any impact in the relation between the government and hill people.
Biren opined that some CSOs are only voicing their dissatisfaction but the relation is still good.
On the other-hand, he said the Covid-19 pandemic in the state has seen some improvement but night curfew will remain for some time.
Meanwhile, the CM appealed to the public, especially women to participate in the upcoming election.
