ILPS implementation anniversary observed

The 2nd anniversary observance of Inner Line Permit System (ILPS) extension in Manipur was held at the office premises of KSA at Khoyathong Pukhri Achouba Mapal, here on Saturday.
IPSA, ACOAM Lup, PANDM, IPAK,-Kanglamei, KIL, CLK and KSA jointly organised the observance.
IPSA president Birjit Tourangbam, ACOAM Lup president Sanjit Soraisam, PANDM president Yumnamcha Dilipkumar, IPAK president Ksh Somorendro, Kanglamei president Y Leirikleima, KIL president RK Sanahanbi, CLK president Ch Pakpi and KSA president Bidyananda Sukham attended the observance as the presidium members.
Speaking on the occasion, Bidyananda observed that ILP system was implemented in Manipur when it was a sovereign nation.
However, Manipur was reduced to a Part C state after merger with the Indian Union on October 15, 1949 and the permit system was removed by the then chief commissioner Himmat Singh on November 18, 1950.Since then, the state has been suffering the impact of uncontrolled influx of non-locals.
He also recounted various events and issues surrounding Citizenship (Amendment) Bill to extension of Bengal Eastern Frontiers Regulation, 1873 in the state on December 11, 2019 after home minister Amit Shah announced for the same on December 9.Unfortunately, the ILP system in the state remains more or less un-effective in the absence of strong rules and guidelines.
Several organisations in the state are demanding the government to define indigenous and native people of the state with the base year as 1951, to set up Manipur State Population Commission and reconstruct NRC, he added.
