Imphal, July 22 2022:
Urging government to work as per law, All Tribal Students' Union (ATSUM) has said it will be against the Constitution if the Autonomous District Council (ADC) Bill, 2021 is tabled in the Manipur legislative Assembly and then refer it to the Select Committee of Hill Areas Committee (HAC) .
On behalf of ATSUM, Tangkhul Katamnao Long president Raising Shimray told media persons during a press conference held on Friday that some local dailies reported about tabling ADC Bill, 2021 in the House during the Monsoon Session of 12th Manipur Legislative Assembly commencing from July 25 without first referring it to the Select Committee of HAC.
If the media report happens to be true, it will be against Rules of Procedures and Conduct of Business of Manipur Legislative Assembly, Raising Shimray contended, adding that every scheduled matter should first be referred to HAC before discussion in the House as per Presidential Proclamation of 1972 .
Tribal ministers and MLAs have been urged through memorandum to look into the matter and arrive at a positive outcome, Raising Shimray informed.
The press conference held at ATSUM office located within Adimjati complex, Chingmeirong was also attended by representatives of Joint Students' Body, Churachandpur, Senapati District Students' Association, KSO Sadar Hills, Zeliangrong Students' Union and Naga Students' Union, Chandel.
