State Govt does not recognize any camp of NSCN-IM in Manipur, says Gaikhangam

Making the photographs of self-styled Lt Col of NSCN (IM) Livingstone Anal available to the public to seek information about the fugitive militant who is wanted by the State Government in connection with the alleged molestation case of film actress Kh Momoco, Deputy Chief Minister Gaikhangam, who is also in charge of Home, today exclaimed that the State Government does not recognize any designated camp of NSCN-IM in the State.
Addressing media persons in his office chamber at Imphal Secretariat, Gaikhangam said that the State Government does not know whether there are any designated camps of NSCN-IM in the State and it does not recognize such camps on the soil of Manipur.
Nonetheless, the State is at the same time searching for possible designated camps of NSCN (IM) in Manipur, if at all there is any.
Defending the state Government, Gaikhangam insisted that the state Government has not remained silent and is trying its level best to arrest Livingstone Anal, a self-styled Lt Col of NSCN (IM) who was involved in the molestation and assault of film actress Momoco during a musical concert at Chandel district headquarters on December 18 .

The State Government is taking the case seriously and has discussed the matter with the organizations which are spearheading agitation to demand justice.
There is no stone left unturned by the government.
Combing operations have been conducted in around eight villages but unfortunately Livingstone could not be traced till today.
So, a reward of Rs 5 lakhs had been announced by the government to whosoever can gives information about Livingstone and the search still continues, Gaikhangam said.
However, as the public showed unhappiness over not providing the photographs of Livingstone, the Government yesterday took the decision of making the photographs of Livingstone available to the public to collect information about him, Gaikhangam explained, adding that that the Government has avoided such policy of revealing the photograph of Livingstone thinking it might create unnecessary situation.
He went on to inform that a delegation of all political parties will be leaving for Delhi on January 16 to press the Union Government for handing over Livingstone to the State government.
Altogether 15 delegates including the Chief Minister and the Deputy Chief Minister along with one member each from all the political parties would be going to Delhi in this regard.
The State Government has also suspended an Assistant SP along with four other police personnel for dereliction of duty, Gaikhangam added.
During the visit, the delegation will also submit a memorandum to the Union Home Minister and the draft of the memo has been kept ready, Gaikhangam disclosed.
Replying to a query, Gaikhangam stated that the reports of 'surrender drama' coming up of late are indeed unfortunate.
He has enquired into the matter with AR authorities but they informed that the persons who surrendered to them have been identified by the State police.
In future they would cross check their verifications with the family members.
Appropriate verification of surrendered militants is utmost necessary and that the top police officials of the state have been accordingly instructed to carry out proper verification on such people, else the Government will treat any such type of person as a militant if his or her report of being a surrendered militant is not available either with the concerned police station or the family, the Deputy Chief Minister added.
