Imphal, August 04 2026: A complaint has been lodged with the Chief Electoral Officer, Manipur, alleging lapses in the Special Intensive Revision (SIR) of the electoral roll.

Addressing the media at the Manipur Press Club today, Jagat Thoudam, former member of the State Planning Authority, claimed that the lapses are particularly evident in Kangpokpi, Saikot and Tengnoupal Assembly Constituencies.

He alleged that irregularities, including the inclusion of similar names with different spellings in the SIR without proper verification, unclear inclusion of names, overlapping of houses and other discrepancies, have been detected in the three Constituencies.

Jagat further claimed that many electors had listed 'others' in the relatives section against the guidelines of the Election Commission, while details of several individuals included in the draft electoral roll 2026 were found to have no connection with the SIR 2005 data.

He claimed that at least 236 electors in Kangpokpi AC had listed 'others' in the section meant for family and relative details, while the corresponding figures were 281 in Tengnoupal and 581 in Saikot.

Jagat also said that 72 per cent of electors in Kangpokpi, 63 per cent in Tengnoupal and 55 per cent in Saikot had no verifiable linkage with the older electoral rolls.

Stating that the inconsistencies were identified by experts through a comparative study of the draft electoral rolls published after the SIR exercises of 2005 and 2026 using Microsoft Excel, he clarified that their findings were not being presented as conclusive.

He also said that they were not demanding the deletion of any electors or blaming the Deputy Commissioners and the Booth Level Officers concerned.

However, he said that the situation in Manipur demands that lapses, if any, in the electoral roll should be taken seriously, as it would serve as a legacy document in the future.

In the complaint, he said that they have urged the relevant authority to constitute a high-level committee comprising independent experts, officials from the Manipur State Population Committee and other senior officials concerned to examine whether there are any lapses or inconsistencies in the draft electoral roll.
