Imphal, July 30 2026: Home Commissioner-cum-Secretary, Government of Manipur, N Ashok Kumar had written an invitation to the president of the United Naga Council (UNC), Ng Lorho to attend a meeting with representatives of the Ministry of Home Affairs, Government of India on August 3 (Monday) .

The letter stated that the Commissioner-cum-Secretary, Home, Govt of Manipur has been directed to invite the UNC president and his colleagues to discuss the prevailing law and order situation in Manipur and matters relating to peace restoration, security and normalcy in the State.

The meeting is scheduled to be held on Monday, the 3rd August, 2026 at 3 PM in the Conference Hall, Old Secretariat Building (South Block), Babupara, Imphal.

However, in a reply addressed to the Commi- ssioner-cum-Secretary, Home, Govt of Manipur, the United Naga Council (UNC) asked for deferment of the meeting with the representatives of the Ministry of Home Affairs, Government of India, scheduled for 3rd August 2026, mentioning the day coincides with the Observance of the Framework Agreement and requested a change of venue.

The UNC office regretted that it would not be able to attend the scheduled meeting.

Further, UNC stated that it is not convenient for the representatives to travel to Imphal due to the prevailing situation.

In view of the above, Vareiyo Shatsang, General Secretary, UNC, requested that the venue of the meeting be fixed at Senapati district headquarters, on a date preferably after 3rd August 2026 .

On the other hand, the United Naga Council and several other civil bodies have strongly condemned the Laphok village CoBRA operation yesterday that killed a Naga village guard and injured two others.

In a statement, the UNC said it holds the security forces and the Government directly responsible for the "cold-blooded killing" of Naga Village Guard, L Riamei who was on duty protecting his own village.

"The council has been keenly observing the modus operandi of Government agencies for quite sometimes and found no genuine efforts to contain the situation other than dramatic staging of unwarranted operations in the areas belonging to the aggrieved party skipping the actual areas where the terror groups are nesting," it said.

Further, the UNC said it also condemns the the "arrest and detention" of Naga leaders, KC Savio, Gailanchung Kamei and Dr Aku Newme (leaders of RNCM and JTC) in the wee hours of July 30 at Imphal in a "cowardly" midnight raid by the Manipur Police Commandos.

"This Gestapo-style raid on Naga leadership is utterly illegal and unacceptable provocation." Instead of delivering justice, the State has chosen to "persecute the victims" .

"What Manipur is witnessing today is not governance but total tyranny, showcasing the weakest democratic form of Government in the history of Manipur by the present Chief Minister of Manipur," it said.

Since February 7, 2026, armed Kuki militants under Suspension of Operation (SoO), particularly the KNF-P has carried out continuous attacks, killings and abduction of Naga civilians across different locations, culminating in the most barbaric and satanic execution of 6 Naga men.

Despite these well-documented terror activities by SoO Kuki militants against indigenous people, the agencies of the Government of India have chosen to militarize Naga areas instead of acting against the perpetrators of inhumane crime against humanity, it said.

"This partisan, communal approach of the double-engine Government of India to crush the Naga people's legitimate aspiration and sabotage the protracted Indo-Naga peace process must end," it added.

The leadership in Delhi must adopt a realistic and honest approach instead of pursuing policies of suppression.

The council will not remain mute spectators to any action that endangers the lives, land and future of the Naga people, it said.

Any further provocation will solely be the responsibility of the Government of India and Government of Manipur, it added.

The Bitiang (Laphok) Village Authority and the Liangmai Naga Gen Z too have condemned the killing of the Naga Village Guard and shared the grief and pain of the bereaved family.

The Liangmai Naga Gen Z accused the Government and security forces of cracking down on Naga village defenders instead of pursuing and bringing the perpetrators who abducted and killed six Naga civilians.
