Meghalaya HC serves legal notice to DG AR

An Advocate of the Meghalaya High Court P Nongbri on Thursday served a legal notice to the Director General of Assam Rifles (DGAR) asking the latter to take necessary action within 15 days against alleged irregularities in the process of floating tender wherein the work was offered to a non-eligible firm from North India sidelining deserving local firms from the region.
According to the legal notice, the Assam Rifles have invited tender for supply and laying of outdoor plant at Srikona Silchar in which the bidder M/S Pragati Infotech from Delhi was allowed to participate in the technical bid despite for not fulfilling the requirements.
"The entire tender process is carried out in a highly illegal and arbitrary manner just to favour M/S Pragati Infotech," the legal notice stated.
The legal notice served by the Advocate, P Nongbri on behalf of a local contractor, E Mawrie of Mawryngkneng village in East Khasi Hills District stated asked the DGAR to take necessary action in the matter within a period of 15 days.
"Failing the above, my client shall have no other alternative but to initiate appropriate legal proceedings," the notice warned.
Informing that the tender was floated by the para military force on January 2, 2013 which specifically laid down the norms, it stated however much to the surprise of the contractor, a company which did not participate in the mandated 'pre bid meeting' was entertained by one Col Raja Ram who was overseeing the process by allowing it to submit its bid on the last day of submission � February 15, 2013 .
"Moreover, the firm in contention � Pragati Infotech did not fulfill the pre requisites of the tender in that several documents were not in order or furnished in time," stated Mawrie while adding that though he complained in writing, no remedial step was initiated by the authority.
