JFD plans to intensify stand, boycott Govt offices

Imphal, September 07 2026: The Campaign for Just and Fair Delimitation (JFD) has resolved to intensify its demand for updating the NRC even more after Home Minister Govindas Konthoujam assured the Assembly today that the base year for the exercise would be 1951 .

As the State Assembly has confirmed 1951 to be the base year, the State Government must now get an official assurance from the Central Government to carry out the NRC as proposed and a tentative schedule for starting the exercise, said JFD convenor Jeetendra Ningomba at a public meeting at the Citizen's Club ground at Wangkhei Khunou Soibam Leikai.

Notably, the JFD had organised the public meeting where the last session of the State Assembly was telecast live.

Members of the public and JFD members observed the Assembly proceedings and later took 7 resolutions hinting at intensifying the demand for NRC .

By September 10, 2026, the State Government must secure an official assurance from the Government of India that the NRC in Manipur would be updated with 1951 as the base-year and a schedule for the exercise, read the first of the seven resolutions.

The JFD added that a team led by the Chief Minister and Home Minister should secure the official assurance of the Central Government.

In case the matter is not pursued with the Central Government by September 10, there will be a ban on employees attending State and Central Government offices from the next day (September 11), read the JFD's second resolution.

While asking Government employees for their cooperation in the proposed stir, the JFD, however, confirmed that departments and services including Health, Education, Water Supply, Fire Service, Electricity and Agriculture will be exempted from the purview of the proposed ban.

Until NRC is updated based on 1951 as the base-year, the public campaign will continue, adopting different forms of agitation, read the third resolution.

The JFD's fourth resolution stressed that the census operations as a whole must be deferred by September.

Any attempt to resume or carry out houselisting or population enumeration operations before NRC exercise will be opposed.

Local clubs and organisations including Meira Paibi Lups will continue to boycott all census related operations in their respective areas, said the JFD .

In its sixth resolution, the JFD emphasised that the people will continue to put pressure on their respective representatives to carry out the collective will and aspirations of the public.

The demand for updating the NRC before the census is legitimate, and therefore, the Government must convert this collective aspiration of the public into action.

The Government of India and the Government of Manipur shall be held responsible for the consequences of all unwanted incidents that may occur during the public campaign, said the JFD's 7th resolution.
