Livingstone likely in Hebron, mulls Deputy Chief Minister

NSCN-IM's Lt Col Livingstone, main accused of the Chandel outrage is likely in Hebron camp of the outfit, stated Deputy Chief Minister and Home Minister Gaikhangam.
He also informed that a 15-member all-party delegation led by Chief Minister O Ibobi would head for New Delhi to apprise the Prime Minister and the Union Home Minister about the Chandel outrage and subsequent developments.
The State Cabinet discussed yesterday about the measures taken up by the Government to nab Livingstone who is accused of molesting a film actress and firing at two other artistes.
Already 6/7 suspected places in Chandel including Livingstone's home and NSCN-IM's camp have been surrounded and raided by Assam Rifles and commandos but the wanted man could not be apprehended so far, Gaikhangam stated during a press meet in his office chamber today.
As there were reports that one Brig Sumi of NSCN-IM has been investigating into the Chandel incident, it looks like Livingstone is inside Hebron camp of the outfit.

Media persons, quoting the Deputy Chief Minister's statement, enquired if the State Government officially recognises presence of NSCN-IM's camp within the territory of Manipur.
The Deputy Chief Minister replied, "the raids were conducted because there were camps but there is no question of the Government recognising the camps" .
Whereas the State Government declared Livingstone as a wanted man on December 24 last, the Deputy Chief Minister today released photograph of Livingstone only today after a gap of almost 18 days.
Gaikhangam tried to justify the belated release of photograph by saying that the Government has a certain apprehension of unwanted incidents if the photograph was released when the situation was tense.
An all-party delegation led by the Chief Minister would visit New Delhi on January 16 to highlight the Chandel issue and its consequences to the Prime Minister and the Union Home Minister.
Moreover, a joint memorandum which would be submitted to the Prime Minister and the Union Home Minister has also been drafted.
The delegation does not have NPF representative for they have no reason to visit New Delhi, Gaikhangam stated.
On being enquired whether the State Government has prepared any offer or condition to the Government of India's efforts to bring a solution to the Indo-Naga peace talk, Gaikhangam stated that he could not say anything at the moment for the State Government has no idea about NSCN-IM's demands and the Government of India's offer.
Talking about the alleged attempt to lure seven youngsters of Heirok only to present them as UG cadres, the Deputy Chief Minister informed that all relevant authorities have been instructed not to treat any one coming for surrender as UG cadre even if the individual and his parents claim to be one if there is no record of the individual with police.
When Assam Rifles and Army authorities said that surrenderees were verified by police, the State Government could not give any reply, the Home Minister stated.
The Government is considering actively to set up a fast track court for dealing with crimes against women, he added.
