Imphal, March 23 2024:
Democratic Students' Alliance Manipur (DESAM) has alleged that the education department has posted unqualified teachers at the DM College of Teacher Education (DMCTE).
Addressing a press meet at its office, here, on Saturday, DESAM president Mayengbam Somorjit said that the education department has posted four assistant professors (contractual) at the DMCTE.
Interestingly, the four assistant professors have not completed BEd or MEd and their posting to the college violates the existing guidelines of National Council for Teacher Education (NCTE), he contended, while drawing attention of the chief minister.
As per the NCTE guidelines, teaching faculties for professional institutions should be full-time/ regular posts but not to be filled in by contract, part-time or guest faculties.
NCTE had earlier cancelled the recognition of DMCTE and Hindi Teachers' Training College (HTTC) for appointing part-time faculties due to which the government discontinued the policy for appointing part-time faculties, Somorjit pointed out.
Despite such embarrassing experience and in violation of existing guidelines, the department processed for posting the four contractual assistant professors without BEd or MEd certificates to the DMCTE as per the order dated March 15, 2024 .
They were among the assistant professors recruited on contractual basis for filling up vacant posts in government colleges, for which the recruitment process began from March 26, 2021 .
The department could transfer experienced faculties on regular appointment with requisite qualification, but instead, the department posted the four newly inducted contractual teachers, he lamented.
The president then demanded the education minister, commissioner and director to issue public clarification for posting of the four within three days or else to rectify their mistakes.
He also urged the principal of DMCTE not to accept the joining reports of the four.
