CORE urges probe panel to extend deadline

In a formal statement submitted to the Commission of Inquiry (Manipur Violence) on Wednesday, Centre for Organisation Research & Education (CORE), a national non-governmental organisation with special consultative status in the Economic and Social Council of the United Nations; has requested extension of deadline for submission of statements, complaints, and allegations.
Citing the ongoing Violence and riots targeting various communities in Manipur, as outlined in the terms of reference of the Commission, CORE expressed concern that the situation persists and even escalated to attacks on security forces personnel engaged in restoring peace.
The organisation highlighted that civilian populations indifferent parts of the state have been displaced, with tens of thousands seeking refuge in numerous relief camps set up across 12 out of the 16 districts of the state.
CORE emphasised that the normal functioning of essential services, including district administrations, healthcare, and transport connectivity, continue to be severely compromised due to curfews, bandhs, and violent disturbances in several districts, notably Imphal West, Imphal East, Thoubal, Kakching, Tengnoupal, Kangpokpi, and Churachandpur.
Given the challenging circumstances, CORE argued that the initially allotted period of 45 days, starting from November 20, 2023, is insufficient for individuals and communities to provide bona fide depositions to the Commission of Inquiry.
The organisation asserted that the prevailing conditions, including administrative impediments, make it nearly impossible for affected parties to present their cases within the specified timeframe.
In light of these challenges, CORE earnestly requested the Commission of Inquiry (Manipur Violence) 2023 to extend the submission deadline for statements, complaints, and allegations.
The organisation sought a reasonable and adequate extension to ensure that justice can be served, taking into account the exceptional circumstances beyond the control of local populations and communities.
The Commission of Inquiry is also urged to consider the matter with utmost urgency, recognising the gravity of the situation and the need for a fair and thorough examination of the ongoing violence in the state.
Mention may be made that the Commission of Inquiry has, on Thursday, extended the deadline for submission of statements, complaints or allegations till January' 24 .
