NIA Court issues NBW against 12

The Court of Special Judge, NIA Imphal West today issued non-bailable warrant of arrest against 12 individuals including a member of Committee on Tribal Unity (CoTU), cadres of Kuki Independent Army, Kuki Revolutionary Army, Kuki National Front (Military Council) and the self styled publicity secretary of Kuki National Front-P/UPF .
An application was filed by the OC of Lamsang police station before the Court for issuing non-bailable warrant of arrest against Mamang Kipgen (35) years, s/o Henkho Kipgen of Twikun village, (a member of CoTU), Ningthojam Satminthang alias Angongjao alias Minthangminim (35), s/o N Komonjao Singh of Twikun village, presently staying at Taphou Kuki village (KRA), Takhellambam Anand (45) s/o T Yaima Singh of K Songlung village (KIA), Lelen Hangshing (30) s/o Khukhohao of Twikun village (KRA), Sasat alias Boipu (45) s/o Tongkhohao alias Tongkhao of Twikun village (KRA), Gougou Lotzem (33) s/o Heihao Lotzem of Twikun village (KNF-MC), Haogulal (29) s/o Kamlien of Twikun village (KRA), Lamkhogin Doungel alias Lamgin alias Gigin s/o Ngeljahao Doungel of Patjang Kangchup village, Paojachup Sitlhou (22) s/o Heihao Sitlhou of Patjang Kangchup village (KNF-MC), Hemkhongam Hangshing of Kangchup village (KNF-MC), Sominthang Sitlhou (40) s/o Lunkhosei Sitlhou of Patjang Kangchup (KRA), Haokhopao Hangshing of Gamnom Sapermaina and self styled publicity secretary of KNF-P/UPF, LH Stephen of Kangpokpi.
According to the application filed by the OC of Lamsang police station, one Sub Inspector of Lamsang PS lodged a report to OC, Lamsang PS on June 2, 2023 stating that on the same day at around 2.20 pm, some Kuki militants who were hiding at K Songlung, Heinom Veng and Twikun village area of Kangpokpi bordering Imphal West district opened fire using sophisticated weapons towards the villagers of Phayeng and Kangchup area.
There was continuous exchange of fire and retaliation between the Kuki militants and security forces deployed at Phayeng and Kangchup.
Some civilians of the nearby areas sustained injuries as they were hit by bullets fired from the side of the Kuki militants and the injured persons were evacuated to hospitals.
Hence a suo-moto case was registered.
During the course of investigation, it was learnt that one injured person identified as Laithangbam Noren (46) s/o (L) L Labango of Sagolband Nepra Menjor Leikai was already evacuated to RIMS Hospital.
Laithangbam Noren was referred to Shija Hospital on the same day but he succumbed to the injuries on June 4, 2023 .
Laithangbam Noren sustained fatal bullet injury in the jungle of Bomcha Hills which is located at the border of Imphal West district and Kangpokpi district.
After examination of local leaders from the Meitei community from near the place of occurrence, police could establish the identities of some Kuki militants who were actively operating in and around the place of occurrence.
Further, the same facts on the involvement of the said Kuki militants are supported by the sources collected during the investigation, said the application.
The accused persons belong to different Kuki militant organisations actively operating in the said areas viz; K Songlung, Twikun, Patjang, Kharam Vaiphei and Potland.
The application also mentioned that requisition was made to the OC, Gamnom Sapermaina police station on November 4, 5, 28 and December 14 last year to cause arrest of the wanted accused persons.
The Court, after hearing the submission of Special PP and on perusal of the materials on record, issued a non-bailable warrant of arrest against the 12 accused.
