Derelict officials reminded on 'No work, No pay' norm

Imphal, March 06 2024: The state government has warned of applying the 'No work, No pay' rule against any official who has not reported to the authority to whom they have been attached to on account of the prevailing law and order situation in the state, or who are not attending such offices.

An office memorandum in this regard was issued by the Department of Personnel and Administrative Reforms (Personnel Division) on Wednesday.

According to the office memorandum signed by chief secretary (DP) Vineet Joshi, officials who are unable to attend office at their usual place of posting on account of the prevailing law and order situation in the state had been attached to DCs/line departments/field level offices of their respective home districts to enable them function from there.

DCs concerned have intimated them to work from their respective home districts.

However, many such attached officials are not attending the offices to which they have been attached, or not reporting for duty.

Such acts constitute conduct unbecoming of a government servant and amounts to dereliction of duty as per CCS (Conduct) Rules, 1 964 .

The same is viewed seriously by the state government and administrative secretaries, DCs and heads of departments may take up necessary punitive actions regarding unauthorised absence of government servants under Proviso to FR17 (1) and FR-17-A of the CCS (Conduct) Rules, 1964 .

The office memorandum also said that government has taken up some decisions to ensure that government servants perform duty diligently.

One of the decisions is that all administrative secretaries will share the list of officials who have been attached to various districts/offices on account of the current law and order situation, with the DC or such head of department/heads of offices concerned.

The said list shall also be shared with the joint secretary (DP).

These DCs, HoDs and HoOs will maintain register to record the attendance of the said attached officials.

These attendance records, along with such reports regarding improper conduct, if any, shall be shared with the DDOs responsible for disbursing salary of the said officials, and the administrative secretary of the department under whom the officials were employed.

The office memorandum further said the principle of No work, No pay' shall be applied to any official who has not reported to the authority to whom they have been attached, or who are not attending such offices, without a valid and accepted reason.

All administrative secretaries will also ensure communication to various officials attached with DCs, field offices, etc., regarding their attachment, if not already done so, and issue instructions for regular office attendance, and apply provisions of law, in case of non-compliance.

The office memorandum also said that DCs and head of department will have to submit a report on action taken March 13 positively.
