Imphal, February 15 2024: Stating that Manipur is currently passing through a very critical phase, Chief Minister N Biren has called upon all the people to work collectively and painstakingly, but not let themselves be carried away by emotions.

The Chief Minister was speaking at the inaugural ceremony of an alternate housing complex built by the Planning and Development Authority (PDA) as project implementing agency at Langol National Games Village today.

The alternate housing complex was built at the cost of around Rs 58 crore with funding from HUDCO in addition to the State's share.

Construction work began on November 18, 2021 and it was completed on May 31, 2023 .

The housing complex built with light gauge steel frame technology has five G+3 blocks and there are 180 dwelling units in these five blocks.

Speaking at the inaugural ceremony, Chief Minister N Biren stated that Manipur is currently facing a very difficult situation on account of mistakes committed in the past.

"Let us work together for peace and prosperity of future generations.

If we commit mistakes today, future generations will suffer.

Let us work collectively and painstakingly instead of letting ourselves be carried away by emotions", Biren said.

Saying that it was the first time a housing complex built with modern and new technology was inaugurated in Manipur, the Chief Minister appealed to all concerned to stop claiming land ownership (generation of patta) and construction of religious structures inside Manipur Rifles battalions Government quarters.

Instead of encroaching on forests and reserved forests, protect them, the Chief Minister urged all the citizens.

Development is an easy task if there is unity and cooperation among all sections of the society.

Construction of an Ima market at Ukhrul at the cost of around Rs 10 crore could be completed within eight months, he said.

The Government has been working to construct some more housing complexes similar to the one inaugurated today in the valley areas soon, Biren said.

The limited number of paddy fields, rivers and lakes which are there in the valley must be protected considering their importance, he said.

The Chief Minister then appealed to all the people to stop construction of houses and industrial units on fertile paddy fields.

The State has been working to introduce a new scheme under which the Government would build housing complexes in foothill areas, not suitable for agricultural purposes, and the allottees would be allowed to pay on instalment basis.

Expressing serious concern on the construction of several buildings in Lamphelpat, the Chief Minister noted that people living in the adjoining areas have been facing floods every time there is little rainfall.

In order to address this chronic problem of flood, a water body is being developed at Lamphelpat at the cost of over Rs 600 crore.

This water body will be around 30 feet deep and it will have restaurants and a recreational centre so that it can attract tourists.

The Government is also planning to connect three hill tops of Langol with cable car once the water body is fully developed, he said.

He also noted that different species of birds can now be seen at Lamphelpat.

Many ministers, MLAs, officials of HUDCO, PDA and Nipani Infra and Industries Private Limited which constructed the housing complex were also present at the inaugural function.
