Imphal, March 21 2024:
Stating that recruitment of pre-primary teachers will not be allowed until a proper training centre recognised by National Council for Teacher Association is established in the state, Democratic Students' Alliance of Manipur (DESAM) declared that the process for recruitment of 1140 pre-primary teachers under Samagra Shiksha Abhiyan (SSA) as notified by Education Department will not be allowed.
Speaking to media persons at its Kwakeithel office on Thursday, DESAM president Mayengbam Somorjit Meetei pointed out that as the Right to Education Act, 2009 clearly mentioned that students should be taught only by teachers who underwent proper educational training, the government and department concerned should not recruit teachers in violation of standing rules.
As a doctor cannot practice without completing MBBS, proper training for teacher is also a must for teaching students, he reasoned.
According to the NEP, 2020 students below Class 5 should be taught in their mother tongue for which teaching in mother languages has been initiated, maintained president, adding that DESAM had submitted several memorandums to SCERT director, Higher Education director and commissioner for teaching students in their mother tongue from the time of drafting of NEP.
Somorjit also stated that copies of the memorandums were also submitted to commissioner and director concerned to conduct training for teachers in a DIET centre under SCERT.
However, their demand remains unfulfilled as is evident from absence of training centre in the state.
Amidst lapses on the part of the authorities concerned, issuing of notification for recruitment of 1140 primary teachers on March 8 and 9 by amending rules and regulations is uncalled for, Somorjit rued.
Demanding removal of the education commissioner, director and officials involved in the issuance of the notification, the president insisted that the government introspect merit of their demand rather than trying to divert the issue.
While recounting that the education minister had personally assured of setting up Integrated Teacher Education Program and rationalise teachers, he denounced failure of the minister to keep his words, while stating that the minister should give up such important post as he is equally responsible for the notification issued for recruitment of pre-primary teachers.
