Government has assured that the "political conflict" in the state will be brought up to the notice of the Centre.
O Joy while observed that the people of Manipur have been victims of prolonged conflicts and moved a resolution to solve the conflicts out of differences between various groups.
One group believes in parliamentary democracy while the other is against it and wants sovereignty.
This has created a conflict which has made the public to suffer.
O Joy said that it is true that Manipur was once an independent state and history proves it.
He said that there should be an end to this conflict situation.
Armed conflict should end through political talks because the political conflict is after all and outcome of armed conflict.
Taking part in the discussion, MPP MLA, RK Anand said that it would be wrong to describe Manipur's situation as law and order problem.
It is not a law and order problem.
He added that no benefits could be accrued simply by appealing insurgents to surrender.
Instead the constitution of an expert committee is a must, MLA RK Anand said.
Health and Family Welfare minister, Ph Parijat supported the motion of O Joy.
Parijat asserted that to deal with the existing problems, the Centre should set up an experts committee.
Chief Minister O Ibobi, however, said that the matter has been brought to the knowledge of the Centre.
The CM said that in order to succeed there is a need to cut across political lines to achieve the targeted areas.
The CM said the Central government should accept a 'yes' in its total meaning.
Manipur Chief Minister said that without dialogue, there will be no solution to the problems of insurgency in Manipur.
Members from both the ruling and the opposition felt that the Centre should come out with a proposal for peace talks acceptable to all.
The discussion ended with Speaker I Hemochandra announcing that the Chief Minister should declare the necessary action to be taken from the government's side.
