Imphal, August 19 2026:
A ten-member delegation of the 14 CSOs Kangleipak including Naga and Meitei Pangal community leaders will leave Imphal for Delhi tomorrow to press upon Central leaders to carry out delimitation only after differentiating genuine Indian citizens from illegal immigrants.
Speaking to media persons at Keishampat today, 14 CSOs Kangleipak convenor Shanta Nahakpam said that they will stay at Delhi for 3-4 days and urge Central leaders to first identify genuine Indian citizens by way of updating the NRC or a similar mechanism before carrying out any delimitation exercise.
A list of Central leaders whom the delegation would like to meet and talk about the issue has been submitted to the Chief Minister and the Home Minister.
If we don't get appointments, we will 'force land' at their (Central leaders) places, Shanta said.
He urged the Government to organise a tripartite talk between the Government of India, Government of Manipur and community leaders/CSO leaders on identifying original Indian citizens.
Shanta said that the 14 CSOs filed a petition at Court in 2001 seeking identification of original Indian citizens.
At present, two writ petitions and a PIL are pending at the High Court of Manipur.
A few days back, a team of the 14 CSOs along with Naga leaders talked with the Governor and the need to defer the census exercise was highlighted in unequivocal terms, he said.
The team made it clear to the Governor that no delimitation should be carried out until all original Indian citizens are identified, he added.
When the Manipur State Population Commission was constituted as per the Eastern Bengal Frontier Act, the State was empowered to identify all original Indian citizens, Shanta said.
