SCPC backs JFD campaign, demands NRC before census and delimitation in Manipur

The Sagolband Constituency Progressive Committee (SCPC) has expressed solidarity with the Just & Fair Delimitation (JFD) campaign and demanded that the National Register of Citizens (NRC) be updated and implemented in Manipur before the conduct of the Census.
In a statement, SCPC said a verified and accurate population exercise is directly linked to the future of Manipur's democratic representation and the proposed delimitation process.
The Committee cited continuing displacement of people since the violence of May 2023, along with concerns over illegal immigration and discrepancies in electoral and identification records, as reasons why verification mechanisms must be completed before population enumeration.
SCPC noted that the position of 11-Sagolband MLA RK Imo Singh is in consonance with this demand.
The MLA had earlier urged the Union Government to complete the NRC, identify illegal immigrants and rectify electoral roll discrepancies before delimitation.
According to SCPC, RK Imo Singh raised the issue with the Union Home Minister on March 24, 2025, and reiterated it in a letter to Union Home Minister Amit Shah on April 13, 2026 .
In the letter, he flagged concerns over holding the Census amid ongoing displacement and called for proper rehabilitation of displaced persons to their original places to ensure accurate house-listing and enumeration.
The Committee also recalled a memorandum submitted to the Prime Minister on September 13, 2025, by SCPC members along with the MLA, raising similar concerns on verification and a fair demographic and delimitation process.
SCPC has appealed to the concerned authorities to give due consideration to the concerns raised by the people and civil society organisations, and to complete the NRC or an appropriate verification mechanism before proceeding with the Census in the State.
