Imphal, December 23, 2013:
A total of Rs 8, 36, 156, 00 has been sanctioned by the SPF Government for construction/maintenance of Chandrakhong-Kasom Khullen road within a span of three years although no sign of improvement has been seen or the road still short of meeting the standard of State Highway, alleged social activist W Shinglai.
According to information furnished by the PWD, Govt of Manipur in response to an RTI application filed by social activist, W Shinglai, the SPF Govt sanctioned Rs 2,68,52,543 under SPA-2009-10 for formation of width of 7.45 m for 0-23 kms (29 Kms from Imphal).
The SPF Govt again sanctioned Rs 29,99,242 for maintenance of Chandrakhong/Mayai Keithel-Kasom Khullen Road during 2008-09 under major head 3045-R&B (NP) for construction of semi-permanent bridge at 8.76 kms and rehabilitation of three 9mm dia culvert at 5.628 km, 9.448 km and 714.947 kms respectively.
Fund amounting to Rs 2,69,83,638 was sanctioned by the SPF Govt under SPA 2010-11 for formation width of 7.45m at 0-23kms. Again under SCA 2011-12, Rs 2,68,40,633 was sanctioned for the formation width of 7.45m at 0-23 km.
Although huge amount of money has been sanctioned, no sign of improvement could be seen on the road.
And it does not meet the State Highway standard, W Singlai alleged.
The State highway starts from Chandrakhong/Mayai Keithel as zero point till Kasom Khullen subdivisional headquarters and from Kasom Khullen to Kashung Bungtung-Phungyar.
The State highway is the lifeline of the people of the subdivision which covers 44 villages, 3041 households, 44 schools, 103 Anganwadi centres with enrolment of 3803 children and around 12,000 people.
Saying that the road plays a pivotal role in the overall development and upliftment of the people, W Shinglai drawn the attention of all concerned to redress the plights of the people.
Further he asserted that the road becomes so dilapidated that it becomes synonymous with oppression and suppression of the people's fundamental rights.
Irreparable damage is imminent unless the Govt fails to protect the people, he warned.
