ADC/DRDA Chandel chief charged with allocating fund unjustly

Developmental funds in Chandel District had been allocated without following laid down guidelines by the Chairman of Autonomous District Council (ADC) /District Rural Development Agency (DRDA), Chandel, District Vigilance Committee, Chandel has alleged.
Briefing media persons in this regard at Chandel District headquarters today, Bd.
Betha, Chairman of District Vigilance Committee, Chandel strongly condemned the Chairman ADC/DRDA Chandel for allocating more funds to least populated areas rather than to more populated areas/block for implementing developmental schemes in the district.
He asserted that the present ADC/DRDA Chairman allocated developmental funds particularly Backward Region Grant Fund (BRGF) without taking into consideration of the man-land ratio as per the guidelines of the scheme.
Moreover, the funds of BRGF should be allocated in accordance to the the proposal put up from the village level to Block level and then to DPC and finally HPC as per the guidelines.
However, in Chandel District, the fund had been allocated according to the wishes of ADC/DRDA Chandel and its sitting DPC members.
He further pointed out that a sum of Rs 369 crores had been allocated under BRGF scheme 2013-14 to Moreh where the rural population is only around 6,037 people, whereas in Chakpikarong and Khengjoy Block having population of 32,872 and 20,067 respectively, only a sum of Rs 251 crores and Rs 86 crores were allocated.
The Chairman ADC/DRDA Chandel should clarify and give reason for allocating more funds in least populated areas within 5 days and if he failed to do so, then the Committee would be compelled to launch various democratic forms of agitation to press for resignation of ADC/DRDA Chairman and other DPC members on moral ground, Bd Betha warned.
Tongsin Willingson, President of BJP Chandel Mandal, who was also present during the Press Meet strongly condemned the DRDA Chandel for not implementing 6 percent of MG-NREGS contingency fund in an transparent manner and criticized the State Government for this.
He also demanded clarification from the government through the DC/ ADC Chairman in this regard.
Maintaining that implementation of IAY schemes and old aged pensions schemes were also in contravene to the laid down norms and guidelines, the Tongsin made a fervent appeal to the concerned authority to rectify the flaws so that the benefits of the schemes could reach out to the target population.
He also criticized the state government for holding the already approved and sanctioned fund of Rs 400 crores of 2011 from the decentralized project and which was meant for up gradation and construction of school building under SSA.
Tongsin lamented that despite a court order in Feb 2013 directing them to release the fund, the Government has kept withhold till date.
Demanding immediate release of the fund, he also warned of launching agitation by BJP Chandel with the support of the people if the demand is not met.
