Thoubal, December 23, 2013:
The District Vigilance Committee, Chandel has alleged unfair allocation of development funds in the district without following guidelines by the ADC chairman/DRDA.
Addressing reporters today at Chandel district headquarters, Bd Betha, Chairman of District Vigilance, Chandel district slammed the Chairman ADC/DRDA Chandel for allocating more funds to least populated area while implementing developmental Schemes in the district.
He said that the present ADC/DRDA Chairman allocated developmental funds particularly Backward Region Grant Fund (BRGF) without applying man-land ratio as per the guidelines of the scheme.
Moreover, the funds of the BRGF should be allocated according to the proposal put up from the village level to Block level and then DPC and finally to HPC as per the guideline.
However, in Chandel District, the fund has been allocated according to the wishes of ADC/DRDA Chandel and its sitting DPC members, Betha said.
He further pointed out that Rs 369 Crore under BRGF scheme 2013-14 was allocated to Moreh where its rural population was only 6,037.Whereas, in Chakpikarong and Khengjoy Block having a population of 32,872 and 20,067 respectively only Rs 251 Crore and 86 Crore respectively were allocated.
Therefore, if the Chairman ADC/DRDA Chandel fails to clarify the reason for allocating more funds to least populated areas within 5 days, the committee will organise various democratic forms of agitation demanding the resignation of ADC/DRDA Chairman and its DPC members on moral ground.
Tongsin Willingson, President BJP Chandel Mandal who is also present during the Press Meet strongly denounced the DRDA Chandel for not maintaining transparency in implementing 6 percent of contingency fund of MG-NREGS and denounced the State Government for not following guidelines while implementing civil works/ constructions under SSA.
