Imphal, October 06 2022:
MAHUD minister Y Khemchand on Thursday launched Online Building Permission System (OBPS) in a function organised by the Town Planning Department at City Convention Centre, Palace Compound, here.
Speaking as chief guest of the launch function, Khemchand explained that the System has been launched after repeated requests urging him to direct Imphal Municipal Corporation (IMC) to release the building permission.
Under OBPS, the work will be completed within a tentative time limit of 30 days, he said and appreciated the Town Planning chief and his team, and NIC for their efforts in this regard.
Khemchand also informed that online submissions made by first five registered architects before October 15 will be awarded a cash prize of Rs 10,000 each.
He then observed that most buildings in Imphal are constructed without taking the necessary permission or adhering to the bye-laws, which could affect the drainage system, narrow the existing space between properties and most importantly, prove disastrous during natural disastrous like earthquake.
Thus, all those undertaking constructions are requested to make the online submission with adequate knowledge of the building bye-laws, he urged.
In his speech as the guest of honour, IMC additional municipal commissioner K Chandrakumar said that with the launch of OBPS, people in IMC area can apply for building approval without wasting time.
The monitoring of the system is quite transparent, which would benefit the public greatly.
Urging the public to learn how to apply and use OBPS, he said that architects registered under IMC and ULBs are to apply for permission via online.
The applications will then be scrutinised automatically, after which the permission will either be accepted or rejected.
For the rejected applications, the architects will be informed either through SMS or email.
If accepted, the permission can be obtained after payment of necessary fees.
The entire process is time bound to 30 days, he stated, while adding that the biggest advantage is that there is no need to physically visit the office for submitting the application.
Presided over by MAHUD commissioner M Joy (IAS), the launch function was also attended by Chief Town Planner N Benju and NIC SIO N Binod as guests of honour.
Ministry of Housing and Urban Affairs director Kuldeep Dhillon and Associate Town and Country Planner Sudeep Roy also attended the function virtually.
