Posers raised over suspicious 'Look After' SDC postings

Many have raised suspicions of nepotism and favouritism in the posting of 'Look After' SDC in the state Revenue Department while ignoring the seniority list.
According to sources, the deputy secretary (DP) issued an order on October 28 notifying the transfer/posting of LA/SDC for 48 SDC/LA, SDC/RI/Zilladar/Mandals.
The order notified the posting of many Zilladars and Mandals as 'Look After' SDC, while completely ignoring the seniority list.
The sources continued that several SDC posts in the revenue department have remained vacant after the Manipur High Court quashed the MPSCE-2016.To fill up the vacancies, the revenue department gave 'Lool^After' SDC posting to various collection staff and posts related with various revenue cases.
The line of promotion for the collection staff, who are in charge of revenue generation in the revenue department, involves promotion to Grade-IV from Process Server (PS) or promotion from Zilladar (direct recruit) to revenue inspector (RI) and from RI to SDC.
For property mutation cases or revenue case, the line of promotion falls from Amin (Circle Mandal) recruited as graduate post to Supervisor Kanungo (SK) to Registrar Kanungo (RK) to SDC.
The recent posting order of 'Look After' SDC, however, witnessed many Zilladars promoted from PS being elevated to 'Look After' SDCs, while ignoring the seniority Zilladars and RIs in between.
Many Amin (Circle Mandal) also were given Look After SDC posting disregarding the posts of SK and RK.
Thus, such act of the department blatantly ignoring the seniority list and offering promotions-based on nepotism and favouritism has discouraged many of the hardworking staff, not to mention of sowing the seed of discord among the staff as well, the sources conveyed.
They observed that although there are proper rules and regulations for promotion of the collection staff of the department, no such norms are in place for Amin (Circle Mandal), SK and RK working in property mutation cases and revenue cases till date.
Thus, Amins who were recruited as graduate posts retire without ever getting promote even after working as an Amin for their whole life.
This has become a cause of discontentment and discrimination among the staff working in the same department.
