HC petitioned over stolen certificates

Imphal, November 01 2021:
A woman has filed a writ petition in the High Court of Manipur accusing another person of stealing her husband's certificates and using the same to get employment in the BSF.
One Ningombam Puinaba-ti (44) w/o Kuber of Sapam Mayai Leikai has filed the petition against Tongbram ongbi Premeshwori (56) w/o (L) Tongbram Angou of Tekcham Mamang Leikai and 4 others.
Petitioner Puinabati claimed that Tongbram Angou, the deceased husband of respondent no.l Tongbram ongbi Premeshwori, had stolen the matriculate and other related certificates of her husband (Kuber).
Angou posed himself as Kuber and joined BSF as a constable in 1983 .
He was promoted to the rank of Lance Naik but was unfortunately killed in a bomb blast in 1992.After Angou's death, his family has been living off on the family pension till date.
The petitioner claimed that owing to this incident, her husband (Kuber) suffered from mental illness for over 10 years.
The main cause for the mental illness was that despite having completed his masters, Kuber was recorded as a dead person in government records.
As such, he was unable to get any government job despite having the certificates and qualifications for the same.
After sometime, Kuber went to the residence of respondent no 1 and pleaded for relief but was given threats to his life and his family.
As government records regarded Kuber to be a deceased and former government employee, the real Kuber and his family have been suffering immensely and not even able to avail government welfare schemes for the poor.
Thus, the petitioner made a prayer to the court to uphold their rights and award appropriate compensation; recover the government's money which respondent no.l got using stolen certificates; and to issue an order restricting the family pension received by respondent no.l, if the Court finds it reasonable.
