Imphal, April 12 2023:
Chief Minister N Biren released 'A Compendium on Important Decisions of Manipur Information Commission' at his secretariat office, here, on Wednesday.
Speaking on the occasion, the CM appreciated Manipur Information Commission (MIC) for its activities and said that it is a good effort to release such a book towards proper documentation and record keeping.
Biren underlined the importance of official documentation and record keeping and further stressed the need to compile and digitise official documents like official Gazettes, decisions of Durbar, state cabinet, assembly proceedings, Acts among others for record keeping and future references.
One can understand the real picture of the past Manipur through these documentations and old records, he said, while expressing dissatisfaction over the past governments allegedly ignoring this important task for several years.
Satellite mapping can find how a certain location was like in the past, the CM said, adding that through this, proper documentation on each and every district can be produced.
Highlighting the importance of documentation in land revenue records, the CM also said that digitisation of land record is under process.
Biren appealed to the public not to misuse the Right to Information Act (RTI) stating that people were afraid of committing wrongdoings because of RTI and it is important to maintain the sanctity of the Act to keep the government departments accountable.
The constitution of Lokayukta in the state is to ensure transparency and fight corruption with the aim to give at least some hope and aspiration to the people.
At the same time, the Anti-Corruption Cell is working effectively in fighting corruption, he added.
Stating that Manipur is a sensitive and complex state, the CM emphasised on the need for all including media persons to remain vigil and for all sections of the society to be united, have mutual respect, understanding and work together.
The public should stay alert from some vested interested groups, who are looking for every opportunity to show the state in bad light to the world, he continued.
Biren also highlighted the issue of drug abuse and said that the state has more than 1.3 lakh drug addicts as per official record.
It is important to provide them proper treatment and bring them back to the mainstream, he said while informing that the government is planning to set up more government rehabilitation centres.
He also urged all concerned to refrain from opening private rehabilitation centres in business model.
The CM also sought cooperation and support from the public in the government's effort to bring a visible change in the administration by maintaining transparency and accountability.
Chief information commissioner, Manipur Oinam Sunil said that the compendium is a compilation of the commission's judgments and contains some landmark judgments.
The function was also attended by law and legislative affairs minister Thounaojam Basanta Kumar, additional chief secretary MH Khan, editors of print and electronic media, RTI activists, among others.
