PWD to take over Civil Secretariat work

The State Government has reportedly decided to let the Public Works Department (PWD) complete the construction of the Civil Secretariat at Chingmeirong as the previous implementing agency failed to complete the project on time.
As per official sources, the PWD is envisioning to complete the construction of the Civil Secretariat by June this year.
The foundation stone of the Civil Secretariat was laid on October 18, 2010 and initially the work was executed by Ms Simplex.
As Ms Simplex could not complete the construction, the work order was handed over to another agency Sri Avantika to build the remaining portion with June 2022 as the deadline.

Notably, Chief Minister N Biren Singh, in his second term, also incorporated the Civil Secretariat project in his 100 days work programme.
According to official reports from PWD, the work order given to Ms Avantika got cancelled yesterday over the non completion of the project in the targeted month (June 2022) .
The official at the PWD said that completion of the remaining portion of the Civil Secretariat as soon as possible is very important as it will be the backbone of the State administration.
The Government decided to entrust the project to PWD as more time will be taken in the process of issuing a work order and as 1 5 per cent of the dues to be paid to contractor and overhead could be saved.
Due to these factors, the Government has instructed the PWD to complete the remaining portion of the Civil Secretariat, the official said.
The official went on to state that there is no need to clear any liability to Sri Avantika.
Explaining further, the official said that the State owes about Rs 20 crore to Sri Avantika but there is no need to clear it as there is also money which the department has to recover from the firm (Sri Avantika) .
Notably, the Manipur High Court had also directed the State Government to complete the construction work of the new Secretariat within 3 months recently.
