Allegations levelled by MPCC baseless, says RD&PR

Rural Development and Panchayati Raj (RD & PR) has categorically dismissed as baseless and malicious the allegations levelled by Manipur Pradesh Congress Committee (MPCC) against additional chief engineer (RED) and joint secretary (RD&PR) of indulging in corruption, undue influence, abuse of power and loot & misuse of public money.
According to a release issued by the RD & PR, no complaint has been received by the department till date against additional chief engineer (i/c) (RED) Kh Rajen Singh on corruption allegation or misuse of public money to the tune of Rs 1700 crore of PMGSY in Manipur as claimed by the MPCC.
The release further stated that joint secretary (RD & PR) Ng Roben Singh is the signatory for most of the orders, letters, office memorandums and other communication for the RD & PR department.
All such documents and communications are made with due approval of the competent authority of the department.
It further clarified that the transfer and posting order of Kh Rajen Singh on December 27, 2022 was signed by Ng Roben Singh after due approval of competent authority of the department and as such Roben cannot be held responsible for such transfers in the department under any circumstance.
The order for retirement on superannuation of Kh Rajen Singh was issued under the signature of Roben on December 16, 2022 with effective date of superannuation being December 31, 2022 after completing due process including issuance of integrity certificate/vigilance clearance certificate with due approval of the competent authority of the RD & PR Department, the release maintained.
The agreement for re-engagement of Kh Rajen Singh on contract basis was duly made on January 1, 2023 with approval of the competent authority of RD & PR department in pursuance of the state cabinet decision taken on October 13, 2022 and with due concurrence of finance department, the release said and maintained that Ng Roben Singh or Kh Rajen Singh cannot be attributed in any way for re-engagement of Rajen on contract basis.
