Tashar Village Authority warns of action against erring contractor

Ukhrul, July 01 2021:
Tashar Village Authority on Thursday cautioned the Contractor/Work Agency of PMGSY-II road from Ramva (Lambui) to Lamlang Gate via Tashar village (Package No MNO9231) of Ukhrul district to not shy away by giving lame excuses and warned of further actions in the event of a failure to commence the work positively within 1 week time.
Tashar Village Authority, in a statement informed that a complaint letter against the erring Contractor pertaining to non-execution of PMGSY�II road construction had been lodged to the Chief Engineer, Rural Engineering Department of Manipur State Rural Development Agency (MSRRDA), Manipur on July 1, 2021 .
The Work Order for execution of the above-mentioned work has been issued by the MSRRDA in favour of an agency called M/S Morung & Sons in the month of December, 2020 with the Tender amount of Rs 14,46,74,000 (Fourteen cores forty-six lakhs and seventy-four thousand) only.
According to the Word Order issued for the said work, the time frame for completion of work is 18 months, it added.
Six months have lapsed but there is no sign of any commencement on the ground.
Thereby, the Tashar Village Authority was compelled to write a letter of complaint against the erring Contractor/Work Agency for undue delay in the execution of the above-mentioned work till date without any valid reasons, it added.
The village authority mentioned that it was disappointed by the inactive and irresponsible nature of the Contractor for not paying any attention and the prolonged negligence in their duty and lack of workmanship, which has led to the undue delay in work execution.
This is a matter of great concern and unacceptable as this has deprived the people of their right to access proper roads.
It also mentioned that for over 4 decades the denizens of Tashar village and Tashar Chanhong Village have been facing utmost hardships under the dilapidated state of road condition in terms of access to health care and education among various others.
Article 21 of the Indian constitution embraces not only physical existence of life but also quality of life and for residents of hilly areas, access to roads is access to life itself, it added.
With much hope and anticipation, the people of these two villages and its neighbouring villages have been waiting for quite some time that the Contractor would timely begin and complete the work as per the approved terms of the said Work Order.
However, nothing is visible on the ground so far even after the lapsed of 6 months, it added.
In this regard, the village authority approached the Manipur State Rural Road Agency (MSRRDA) so that necessary actions would be taken up against the erring contractor for failing to comply with the guidelines of PMGSY and to take up necessary steps to ensure commencement of the road construction strictly as per the approved specification without compromising work quality in public interest.
