NHRC submits 96 cases of alleged Manipur fake encounters to SC

Following the Supreme Court's July 13 order asking the Centre, Manipur Government and the National Human Rights Commission (NHRC) to submit a comprehensive report on alleged fake encounter cases in the State, including 62 such cases where FIRs have not even been lodged, the NHRC on July 29 had submitted the details of the same.
NHRC also submitted another 34 more cases of alleged fake encounter deaths between 2012 and July, 2015 to the Apex Court making it a total of 96 .
While submitting the details, the NHRC also said that the Manipur Government has "not been furnishing the required documents" within the prescribed time frame and this has delayed the processing of these cases.
The commission also pointed out that even after filing of writ petition, Manipur Government has not been submitting "compliance reports in respect of recommendations made" by NHRC for "providing monetary relief " .
It may be mention that the Supreme Court had rapped the State Government for not doing enough in the matter, including providing compensation, and for maintaining it was a fact that these were encounters, whether "fake or genuine".
In the July 13 order, the Apex Court stated, "Tell us what you (Centre, NHRC and State Government) have done since 2012.Give us the latest report of 2015.We are not concerned as what happened in 2012." The SC further added, "These are not natural deaths then why you are keeping quiet.
Don't you think that this fact itself should have galvanized you?" .
The Supreme Court has also asked both the Centre and the State Government to pay a sum of Rs.one Lakh each to the Amicus Curiae for the legal service rendered in the case.
A reliable source also informed Hueiyen Lanpao that the State Government has earlier failed to comply with the recommendation of NHRC on the ground that the cases were pending in the Supreme Court.
As on date, it has been understood that the report of the 62 cases will be examined by the Supreme Court.
Out of the 62 cases, judicial inquiries have established prima facie "fake encounter" in around 20 cases, the source had also informed earlier.It has also been alleged that in connection with the 62 cases, police personnel involved were from the rank of Sub-Inspectors (SI) and Deputy Superintendent of Police (DSP) and each of the personnel have been reportedly involved in at least two to three cases.
Out of all the personnel involved, it has been alleged that at least 10 are recipients of "gallantry awards." The next hearing on the case will take place on August 10 .
