Land Scam: MMC offers patta out of state land

The Chairperson of Moirang Municipal Council (MMC) has reportedly offered patta of a state-owned land reserved for construction of parking lots of light and heavy vehicles at Moirang Chingei out of his jurisdiction and without any approval from the State Revenue Department.
Considering the aspiration of the people of Bishnupur district for construction of parking lots at Moirang, the Commission of Revenue Department S Sunderlal had issued an order on May 8, 2002 for allotting a land measuring 1.05 acres in the name of Chairperson of Moirang Municipal Council for the purpose of constructing parking lots of light and heavy vehicles at Moirang Chingei.
The said land reserved falls under Part-I of 52-Moirang with CS Dag No.as 2600 P .

In the same order, two more plots measuring 27 points and 7 points respectively, located just in front of Moirang Thangjing temple complex, have also been allotted in the name of the Chairperson for the purpose of setting up parking lots of two and four wheelers.
So, the total area of land allotted by the Revenue Department was 1.39 acres. But, surprisingly, out of the total allotted land, the Chairperson of Moirang Municipal Council has found to have transferred a plot of land measuring 1.30 acres located just adjacent to Moirang Chingei in his own name without the knowledge of the authorities concerned.
According to officials of Settlement Department, the land reserved for parking lots still exists as a state land in the official records and the government has not approved any issuance of patta on state land.
Above all these malpractices, the Chairperson has further transferred the reserved land to Public Health Engineering Department for a water supply scheme without holding any general body meeting of the Municipal Council.
A member of Moirang Municipal Council disclosed that the Council had never convened a meeting for the transfer of land.
The act of the Chairperson is a clear instance of broad daylight loot of public property, he claimed.
The PHED is currently undertaking the water supply scheme at the reserved land without any approval from the Revenue Department.
Such an act is tantamount to illegal encroachment of land even if the project is taken up by government agencies.
Some people even suspected the existence of a land mafia who in collision with the officials of Revenue Department in offering pattas on state-owned land.
