RPF alleges misconduct in e-tender

The proscribed Revolutionary People's Front (RPF) has alleged Manipur State Rural Roads Development Agency (MSRRDA) of several misconducts in the e-tender process of Pradhan Mantri Gram Sadak Yojna (PMGSY) meant for development of roads in hill areas.
A statement issued by Secretary Publicity of RPF Roben Khuman said that the Department of Minority Affairs of the outfit, in its investigation, has found out several malpractices in the e-tender process of PMGSY which was conducted by MSRRDA under Rural Development and Panchayati Raj Department, Government of Manipur.
The investigation revealed that the e-tender of PMGSY was meant for Phase-VIII which comprised 50 work contracts for development of roads in five hill districts of the State.
The Notice Inviting Tender (NIT) was issued by MSRRDA on October 15, 2012, however, it caused utter confusion among the contractors as the details of works mentioned in the NIT published in papers and that of the notice published in the website were found to be different.
The Chief Engineer of MSRRDA Babuchand did not rectify the goofed up details of the NIT, the RPF alleged.
The outfit said that the Agency had duped the contractors by concealing the exact estimated cost of the works.
The Chief Engineer had even postponed the tender at his own discretion as some of his men could not complete the tender process timely.
The officials of MSRRDA had violated all norms regarding opening of technical bid and other formalities involved in the e-tender process.
They have breached the trust that exists between the hill and valley people, the outfit further alleged.
In the statement, the RPF claimed that the corrupt government officials are agents of Indian Colonialists who have been employed to implement divisive policies between hill and valley people.
The outfit further made an appeal to the people to support the revolutionary movement and root out corruption from the society.
