Advise Admin Secys on MCC: CEO to CS

The office of the Chief Electoral Officer (CEO), Imphal has written to the Chief Secretary to advise all Administrative Secretaries on election model code of conduct (MCC).
In a letter addressed to the Chief Secretary, Additional CEO T Ranjit has pointed out that the model code of conduct which came into force since March 10 will remain in force till May 27 until and unless the Election Commission lifts the enforcement after completion of counting of votes.
It also conveyed that the Election Commission has already clarified that there shall be no relation of the model code of conduct even in those State where the poll has been conducted and completed.
However, an advertisement regarding the Chief Minister's Scholarship Scheme for Civil Services Aspirants has been circulating in social media like Facebook etc.
Moreover, most of the Deputy Commissioners have allegedly issued advertisements/notifications of the scholarship scheme which is considered in violation of the model code of conduct, if necessary exemption is not taken from the Election Commission through CEO Manipur, said the Additional CEO.
Saying that the matter would be viewed seriously by the Election Commission, the Additional CEO asked the Chief Secretary to clarify as to why the dvertisement/notification of the scholarship scheme should not be treated as violation of model code of conduct or whether necessary clearance of the Screening Committee has been obtained or not.
In case permission for relaxation of model code of conduct has not been obtained from the Election Commission, the Administrative Secretaries concerned should be advised to obtain the required permission from the Election Commission through online portal https://cvigil.eci.gov.in.
