Police receives words of praise in the Assembly

By setting up 48 police stations across the hill areas with required manpower strength 58 each, government is trying to keep effective civil administration in the areas, said Chief Minister, O Ibobi in reply to the discussion on the demand of grant for the state home department today in the House of the state Assembly.
SPs of each hill districts have been directed to conduct surveys in their respective district to find out the places where the police stations can be set up.
Survey reports of some of the SPs had already been submitted, the Chief Minister said adding that government is planning to increase the total number of police stations across the state to 81 by setting up 21 more stations in the new locations.
The existing police stations in the hill districts are facing utmost problems as arms personnel could not be deployed but the state government is targeting to strengthen all the police stations with full strength with arms to suit with the time during the current financial year 2010-11, Ibobi said.
Newly recruit police personnel are undergoing training now and once their training completed, rationalization of police in the police station can be done to some extend, he believed.
Union ministry of home affairs has been repeatedly giving hints that Central Paramilitary Forces deploying in the state are for temporary basis and they could not be deployed for long time.
With this view, strengthening of police department under Central sponsored scheme, modernization of police force in undergoing in full swing in the state.
Government is also planning to keep 300 personnel each on reserved duty in every districts headquarters.
Currently only 50 personnel are on reserve lines in each district, the Chief Minister said adding that once the scheme is completed overall rule of law in the state could be maintained.
A plan for keeping SPs in every district for investigation and enquiry to cases, counter insurgency operation and law and order has also been chalked out.
When the plan is completed the enquiry and investigations of cases will be sped up, the Chief Minister told the House.
Government is also planning to keep at least two fire tenders each in every fire stations and big ponds within the fire station complexes.
Shortage manpower in the state fire service will also be filled up at the earliest, Ibobi talking on various plans for strengthening the fire service stations in the state said.
While discussing the demand for grant, MLA Dr I Ibohanbi of MPP put up a cut motion saying that its is shameful guarding the Chief Minister by Central Industrial Security Forces (CISF) even though every body knew who had assassinated former Prime Minister of India, Indira Gandhi.
Expressing gratitude to the role taken by the Manipur police personnel in preventing NSCN (IM) general secretary, Th Muivah, the opposition member observed that they had taken a great role in the protection of the integrity of the state.
MLA O Joy also observed the great role of the police department in a conflict riddled state like Manipur.
It will be right step to take up e-governance scheme in the police department for improving their services towards the welfare of the people.
Lauding the role taken by the police in preventing attempt to enter the state by NSCN (IM), he stressed the need of strengthening the police department so that government could not effectively with bandh and blockade.
Opposition leader, Radhabinod Koijam, MLA Ng Bijoy while taking part in the discussion also lauded the role taken by them in recent impasse at the northern border of the state.
They, however, expressed shocked on the incident of death of two youths in controlling protestors storming the barriers erected for preventing the NSCN (IM) leader.
