Imphal, July 14 2023: Holding that a police officer of SI rank investigating the Churachandpur gun loot case violates the order of the Manipur Human Rights Commission (MHRC), the Commission has directed the Chief Secretary to make sure the order of the Commission is complied with.

While giving the direction yesterday, the MHRC also asked the DGP, Manipur to hand over the case to an officer not below the rank of Superintendent of Police (SP) or Deputy SP.

"It is unfortunate and sorry affairs of the police administration that the aforesaid case was investigated by the SI, of Churachandpur namely S Lialian, which is in violation of the order of this Commission by DGP, Manipur and SP, Churachandpur," said the Commission.

Continuing that the Inspector General of Police (HR) submitted the status sought by the Commission on behalf of the DGP Manipur, the Commission said that the investigation however didn't comply with the direction given by the Commission.

The MHRC, in its previous order dated June 7, issued notice to the Chief Secretary, Commissioner (Home), and DGP, Manipur to submit the status report on or before July 12.The DGP, Manipur was also directed to see the complaint filed by the complainant before Imphal police station and transferred the same to Churachandpur police station and let a non - Kuki and non- Meitei police officer at the rank of SP or Deputy SP investigate the case.

The Commission listed the case on July 18 .

On the other hand, even as the Chairperson of Manipur Human Rights Commission (MHRC) along with a team of media persons are set to proceed to Churachandpur by chopper to interact with inmates at the relief camps opened there and meet representatives of civil society organisations, it is not yet clear if the needed nod would be given for the visit to the troubled district headquarters.

Speaking to The Sangai Express a source said that the MHRC has been urged to postpone the proposed visit as the law and order situation is not conducive for such a visit at the moment.

Efforts to contact officials of MHRC to get their side of the story did not bear fruits.

Earlier on June 12, the MHRC had to also abort a proposed trip along with media persons to Churachandpur due to the law and order situation.
