Kangpokpi, August 01 2014 :
All Tribal Students' Union Manipur (ATSUM) has deci-ded to issue identity cards to all the non-locals staying and doing business in hill areas and travelling to and fro across the hill districts
from August 16 .
ATSUM education secretary Kakam Haokip said that the move is to be initiated to ascertain the number of non-locals residing in the State and their purpose of staying here.
Kakam said that every non-local would be subjected to physical verification anywhere and those who are una- ble to produce identity cards would be compelled to pay fines and liable to detention for verification by ATSUM and its volunteers.
While appealing to get registered themselves to avoid misunderstandings, Kakam Haokip said that all the non-locals coming to the hills must obtain identity cards.
He further informed that every non-local, who is 10-year-old and above must re- gister themselves and possess identity cards which would be available in the entire hill districts and information centre located at New Lambulane.
Issuance of identity cards would require two passport size photographs and details of all family members, he added.
On the other hand, Kakam Haokip said that there has been serious implication on the students due to the recent agitation on implementation of ILPS in the State.
Appealing the Government to look into the matter seriously and come up with a definite and positive stand, the student's body urged the agitating organizations not to involve students' community as it would directly affect the students mentally and physically.
While strongly condemning the police action on the agitating students, ATSUM asserted that the agitation was a fallout of people's discontentment to the Government.
If any stir is peaceful, it should be allowed and the police should be more responsible and reasonable, he added.
