ATSUM reiterates

The All Tribal Students' Union Manipur (ATSUM) has reiterated its demand to fill up all backlog posts (ST quota) of different grades in all the departments through a special recruitment drive.
Speaking to media persons today, ATSUM information and publicity secretary Micah Kamei said that after they were denied information on the total number of ST, General and OBC and total number of backlog posts, ATSUM could somehow obtain the information from the MIS.
As per statistical figure shown in the table of employees, 316 posts have been created in the Manipur Legislative Assembly Secretariat with 19 ST posts against 65 as per modal roster of 200 points by direct recruitment.
As agreed upon to fill up all the backlog posts in every department through a special recruitment drive for ST, concerned authority of the Manipur Legislative Assembly Secretariat is expected to be responsive in every aspect to poise an equilibrium in reservation policy and its implementation but the department turned a deaf ear and issued a piece meal recruitment notification dated January 16, 2014 inviting application from intending candidates for appointment to various categories of posts in contract with the assurance of filling up backlog posts.
Even as ATSUM appealed to cancel the recruitment process and call for a special drive for ST to fill up the backlog posts, the department committed another blunder by conducting closed door recruitment of grade-IV without issuing recruitment notification.
Result of the back door recruitment was back dated to November 21, 2013 and salaries for three months have been released.
Under such circumstances, the provisions of reservation remained unfulfilled through bureaucratic manipulation and by narrow interpretations of the special provisions, Micah Kamei said.
Saying ATSUM has ascertained from the MIS that there are 32 backlog posts of different grades which ought to be notified for a special drive, Micah Kamei appealed to the concerned authority of the Assembly Secretariat to fulfil the pressing need of the tribal for equitable distribution of privileges among the different ethnic groups living in Manipur.
