NLCPR projects in State remain defunct

With the State Government failing to translate the recommendations of Non-Lapsable Central Pool of Resources (NLCPR) Committee into action, all developmental projects taken up under NLCPR have remained defunct in the State.
According to reliable sources, the NLCPR Committee had instructed the State Government to take up necessary actions for proper implementation of various developmental projects being taken up with funding from NLCPR.
Accordingly, an office memorandum of the Manipur Planning Department had been issued on October 6, 2012 to further instruct all the Heads of Departments and Administrative Secretaries of the State to follow the instruction of NLCPR Committee.
Sources further revealed that in order to properly implement the projects under NLCPR, the Ministry of DoNER too had make some alterations on the dates for submission of Utilization Certificate (UC), Quarterly Progress Report (QPR) and Detail Project Report (DPR).
The Additional Chief Secretary (Tribal Affairs and Hills), Principal Secretaries, Commissioners, Secretaries and all the Heads of Departments were instructed by the State Planning Department through a notification issued on November 23, 2012, to follow the instruction of the Union Ministry of DoNER, sources recalled.
However, no works have been taken properly even after all these instructions from the Union Ministry of DoNER.
As such, all the developmental programmes being taken up in the State under NLCPR have been left defunct, sources said.
Sources further informed that though the developmental projects under NLCPR are funded by the Centre, the State government is also required to chip in its share.
But the State Government has not been able to provide its share on account of financial restrains, thereby leading to delay and failure of submitting the required UCs in time.
Consequently, the Centre has also placed restricted on sanctioning further funds for projects under NLCPR.
