Commandos beat up youths for refusing to buy Khaini for them

Imphal, March 13 2013:
Residents of Khongman Okram Chuthek rounded up a team of Imphal East Police Commandos led by a Sub-Inspector for assaulting two local youths, including a Thang-Ta player, who is also a film artist, after allegedly keeping N-10 tablets in their pockets for refusing their command to buy a Khaini can for them.
The incident occurred at around 10.30 am today at Khongman Okram Chuthek under Irilbung Police Station while the two youths passed the commando team who was conducting frisking of the passersby in the area.
The two youths have been identified as Okram Abung alias Thonglenngamba (21) s/o Okram Manglem Meetei of Khongman Okram Chuthek and Okram Abung alias Bikash (17) s/o Okram Hemachandra of the same locality.
According to the two youths, they were on their way to distribute wedding invitations in a Kinetic Honda, when the commando team stopped them.
When they got down, the SI, who was leading the frisking team, asked them about their addresses.
When the youths told the SI that they are from the nearby area, the SI produced some currency notes from his pocket and told to them to buy a Khaini can.
When the youths refused to obey saying that they were already late, the SI slapped them.
When the youths protested, one of the Commando personnel, who could not even open his eyes properly, passed on some tablets to another personnel and put them inside their pockets and started beating up the two youths.
Some women vendors who were witnessing the scene from the beginning surrounded the Commando team and protested against their conduct.
The agitated women vendors also tried to snatch the two youths from the clutches of the commandos.
While the confrontation was going on, some people informed OC of Imphal East District Commando Achouba about the incident, who arrived after around 15 minutes and apologized to the local people for the misconduct of the Commando team.
The OC also assured the parents of the youths and local people that no such incidents would be repeated and nothing would happen to the two youths.
Later, locals of the area also lodged a complaint to higher officers of Police Department in connection with the incident.
