Cabinet decides ADC, ULB, Panchayat elections in Sept, Oct

The Cabinet has resolved to conduct Autonomous District Council (ADC), Urban Local Body (ULB) and Panchayat elections in September and October 2022 in succession.The decision was taken during a Cabinet meeting convened at the Cabinet hall of the Chief Minister's office from 10.30 am to 5 pm.
Key issues of the State were discussed during the meeting which was presided by Chief Minister N Biren Singh.
After the Cabinet meeting, Agriculture Minister Th Biswajit informed reporters that the ADC and ULB elections were put on hold due to the Covid pandemic while the term of Panchayat will end in September.
The Thongju AC MLA reiterated that the Cabinet has agreed to hold the much awaited elections successively.

It may be mentioned that the last ADc election was held in May 2015 and its term ended in 2020 .
However, the term was extended for another six months following a decision of the Hill Areas Committee (HAC) of Manipur Legislative Assembly.
After the culmination of the extension period, any move to further extend the tenure of ADC election was stiffly opposed by ATSUM and other organisations which demanded fresh election.
Among the ULBs, the Imphal Municipal Corporation was dissolved on June 15, 2021 .
Terms of other Municipal Councils and Nagar Pancha-yats have also ended.
Th Biswajit continued that the Cabinet has also agreed to make Aadhaar linkage of all financial assistance schemes compul- sory, amend the Manipur Town and Country Planning Act, 1975 (5th Amendment), extend the service period of VDF personnel upto March 31, 2023 and appointment of three surrendered cadres of different underground outfits to Government departments among others.
As per the Minister, a consensus was also reached to introduce CM's Scheme for Menstrual Hygiene, set up International Cancer Hospital at Moreh, open a District Transport Office each at Chandel, Tameng-long and Jiribam and modernise ISBT at Khuman Lampak on PPP mode during the meeting.
Further, the Cabinet resolved to provide training and employment opportunity to 2,500 students in IT sector by working together with HC Tech Bee, introduce Manipur Information Technology Policy 2022 and IT-SEZ 2022 Policy 2022, Rani Gaidinliu Nupi Singi Scheme, CM's Meritorious Students E-Support Scheme, the Manipur Electric Mobility Policy 2022, the Manipur Integrated Logistics Policy 2022, Transfer and Posting Policy, make biometric attendance compulsory in all Government offices including PSUs, strengthen PMGSY and MGNREGS, implement 7th Manipur Services (Revised Pay), Rules 2019 for MSPCL and MSPDCL employees and provide Scooty to meritorious college students (girls).
