'RIMS yet to adopt reservation norms of Centre'

Even though RIMS was taken over by the Union Health Ministry some years back, the institute is yet to adopt the central reservation policy.
Talking about their ongoing agitation at Manipur Press Club today, RIMS Nurses' Association Lamphelpat (RNAL) clarified that their agitation is not in pursuit of promotion but against the authority's failure to give them a counter-signed copy of the institute's rule book.
Even hough the RIMS authority claims that it follows the Central Government Reservation Policy of 15 per cent for SC and 7.5 per cent for ST, the same policy has never been put into practice at the institute.

RNAL secretary Kh Mina said that staff nurse Kh Binokumari was promoted to Nursing Sister in 2008 on SC quota.
But Binokumari was not included either in the Zone of Consideration or the Extended Zone during DPC.
As such, her promotion was challenged in the High Court by a one senior Sister in 2008.The same case was closed after RIMS authority submitted before the Court on September 16, 20011 saying that Binokumari had retired by then.
Strangely, retired Binokumari was promoted to the post of Assistant Nursing Superintendent on February 18 this year, Mina said.
Wondering how a retired staff was given promotion, Mina questioned the motive behind the RIMS Director's refusal to give them a counter-signed copy of the Central Government rules and regulations purportedly followed at the institute.
Rules and regulations which the RIMS Director claimed to have given was just a portion of any statute book published by the Central Government.
It was not comprehensive at all, she said.
She further maintained that the cease work strike would continue until and unless all the demands of RNAL are fulfilled.
Meanwhile, the Manipuri Students' Federation (MSF) has expressed serious concern over the chaotic situation unfolding at RIMS.
Patients undergoing diagnosis and treatment at RIMS have been pushed into a sea of trouble after RIMS nurses launched an indefinite cease work strike over adherence/non-adherence to Central Government rules in the promotion process.
It would be in the best interest of the public if RIMS authority resolve the issue at the earliest otherwise it would do severe damage to the reputation of RIMS.
A press release issued by MSF publicity secretary MA Wakil Alsari to all relevant authorities to ease the stand-off and ensure that patients do not suffer any longer.
It further appealed to RNAL as well as RIMS authority to relax their positions a bit and arrive at an understanding in the interest of public, particularly the patients.
